The best way to make levels is to do them in proper Editor. To make proper one is not the big deal =). Just try to make level inside your game - write down list of features and possibilities what you need - and code them.
Here are examples of some of that I made during my career:
1) EF:Afghan - in menu hit Editor.

This editor I have used for 3 games - EF:Jungle, EF:Afghan, EF:Pakistan. and will use more =)
Follow up:
2) EF:Clones - in menu hit Editor.

This editor helped me out for EF:Clone Wars and now working in EF:Clones.
3) EF:Defense - that is solid editor.

This editor helped me out for making new maps for EF:Defense, EF:Conquest, Rush Hour.
Just keep in mind - if you need quality levels, you have to make editor. At least it will save your time, will keep good quality and minimum bug-rate.
If you think that you do not need editor for this-another-small-game - consider that you will use editor for sequel as well.
